IQVIA Biotech is seeking an Operational Bidder, Clinical Monitoring (Home or Office Based). Experience with budget management required, prior bidding experience strongly preferred, prior CTM experience or clinical monitoring experience required.

BASIC FUNCTIONS:

This role will drive the clinical monitoring budget development lifecycle from customer identification through budget preparation and submission to post-decision review and feedback to stakeholders.  A key success factor will be the creation of accurate and appropriate resourced budgets that profitability meets customer product development needs.  The Operational Bidder will ensure we are aligned globally with clinical operations strategy to procure awards while maintaining our corporate goals.   

ESSENTIAL JOB FUNCTIONS, DUTIES AND RESPONSIBILITIES:

  • Prepare specifications, response documents and financial schedules in accordance with NA and EU procedures.
  • Serve as the lead for clinical big project planning and deliver accurate and timely responses in the RFP development
  • Work with the bid team to ensure that strategic elements of the bid are taken into account, to maximize the chance of winning the bid from the clinical monitoring perspective.
  • Prepare and deliver bid discussions and recommendations
  • Work with clinical management as needed   to ensure completion of bid documents
  • Prepare financial responses to bids, working closely with finance and proposals as needed
  • Mitigate risk for clinical operations, through attention to detail
  • Lead the writing, editing and production of bids from the clinical operations perspective
  • Actively suggest and develop innovative ideas to strengthen the RFP and/or bid in conjunction with the clinical monitoring management team
  • Attend global proposals meetings and review submissions to objectively advise the Senior Management Team proactively pre-submission and post-submission
  • Responsible for managing complex RFPs and bids which will involve dialogue meetings globally, working with different aspects with different team members to prepare cost and documents leading to final submission from clinical operations.  This requires preparation of presentations, planning and undertaking effective communication to support the process.
  • Maintain and develop relationships with key stakeholders
  • Participate in client BID defenses/capabilities presentations as required
  • Work with VP and Director of Clinical Monitoring to assign staff as needed for proposals and bid defense meetings
  • Work with and prepare clinical team as needed for bid preparation as well as understand the scope of work
  • Participate in post-award activities as needed including but not limited to study transition meetings 
  • Other duties as assigned

KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of proposal and contracts process. 
  • Ability to maintain long-range projects while managing daily details with a high degree of accuracy
  • Understand NA, Europe and Vendor operations
  • Thorough knowledge of Clinical Trials
  • Excellent communications skills (verbal and written)
  • Ability to negotiate effectively with clients
  • Strong organizational and interpersonal skills
  • Ability to work flexible hours
  • Demonstrated ability to perform multiple tasks effectively
  • Ability to interact with all levels of staff to coordinate and execute proposal activities
  • Willingness and ability to travel (domestically and internationally) as required

CRITICAL JOB FUNCTIONS IN ACCORDANCE WITH ADA CRITERIA:

  • Very little physical effort required to perform normal job duties (unless otherwise indicated)

MINIMUM RECRUITMENT STANDARDS:

  • BS/BA and 3-5 years of direct experience in budget/proposal development; at least 3 years within a CRO setting or equivalent level of education, training and experience
  • Demonstrated ability to work effectively at all levels of an organization
  • Excellent written and verbal communication skills
  • Ability to work independently, prioritize and work in a team environment is essential
  • Ability to maintain confidentiality with sensitive materials
  • Working knowledge of Word Access and Excel required.

CLASSIFICATION (US): 

This position is classified as exempt under the Fair Labor Standards Act; employees are not eligible for overtime compensation.
