BASIC FUNCTIONS:

  • To support Project Management and Project Teams in preparing Change in Scope (CIS) documentation for ongoing projects
  • To support Project Managers and Finance in reviewing budgets for possible change in scope
  • To support Finance in integrating CIS budgets into finance systems

ESSENTIAL JOB FUNCTIONS, DUTIES AND RESPONSIBILITIES:

  • Works with Project Managers, study team members, and members of management team to prepare and negotiate scope changes to projects.
  • Prepares Change in Scope documentation for client submission.
  • Works closely with legal Counsel for review of Change in Scope documentation for clients. 
  • Works closely with Finance to review payment terms, billing status, and other financial aspects of projects during the preparation, submission and revision of the Change in Scope documentation.
  • Supports Financial Analysts with understanding budgets and supports invoicing activities, as needed.
  • Maintains tracking of Changes in Scope in Contract Database.
  • Performs peer quality control (QC) reviews of Change in Scope documents prior to submission to Sponsor, as needed.
  • Supports management in projecting Change in Scope authorizations.
  • Supports the maintenance of training documents, forms, and department processes.
  • Trains new staff, as needed.
  • Participates in ongoing process improvement initiatives and ongoing process reviews.
  • Performs other duties as assigned. 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of proposal and contracts process.  Ability to maintain long-range projects while managing daily details with a high degree of accuracy.
  • Thorough knowledge of clinical trials.
  • Understanding of financial accruals, billing, and/or cost accounting.
  • Excellent communications skills (verbal and written).
  • Ability to negotiate effectively with clients.
  • Strong organizational and interpersonal skills.
  • Ability to work flexible hours.
  • Demonstrated ability to perform multiple tasks effectively.
  • Ability to interact with all levels of staff to coordinate and execute Change in Scope activities.
  • Willingness and ability to travel (domestically and internationally) as required.

CRITICAL JOB FUNCTIONS IN ACCORDANCE WITH ADA CRITERIA:

  • Very limited physical effort required to perform normal job duties.

MINIMUM RECRUITMENT STANDARDS:

  • BS/BA and 7+ years of direct experience in budget/proposal development; at least six years within a CRO setting; at least three years’ experience in preparing change in scope documents or in a CRO finance setting. 
  • Demonstrated ability to work effectively at all levels of an organization. 
  • Excellent written and verbal communication skills. 
  • Ability to work independently, prioritize and work in a team environment is essential. 
  • Working knowledge of Word, ACCESS and Excel required.
