BASIC FUNCTIONS:                  Manage the Program through which services are provided to NCR Associates, and support those that interact with NCR Associates including NCR Clients (internal and external) and the NCR Global Recruitment team.

ESSENTIAL RESPONSIBILITIES:

Oversee the daily operations of the Associate Services Program in support NCR’s human capital management, including   on-boarding, assignment management, and off-boarding NCR Associates. Prepare and distribute Reports (activity and metrics) from systems on established schedule and as requested. Ensure compliance within the Associate Services Program and NCR Global Recruitment relative to Departmental process and SOPs, Company SOPs, and utilization of the systems. Ensure data integrity in all systems for maximum efficiency and accuracy. Serve as the ‘Administrator’ of the tools and systems utilized to provide services to NCR Associates, NCR Clients and the NCR Global Recruitment Team. Provide user training and guidance as the Subject Matter Expert (SME) on the tools and systems including Level 1 Technical Support for systems users. Liaise with appropriate departments within Novella and Quintiles, and with System Vendors to ensure systems are operational and global access and support is available to users. Participate in the development of forms, guidelines, processes, and working practices for the management of services provided to NCR Associates, NCR Clients and the NCR Global Recruitment Team. Benefits Administration for eligible NCR Associates including serving as the Point of Contact (POC) for eligible NCR Associates and as the liaison between NCR and Novella HR and Third Party Providers (Vendors, Brokers, Insurers, etc.). Manage the vetting process and the records of Independent Contractors per established guidelines including review of NCR Independent Contractor Questionnaires. Create and customize invoices for submission to Quintiles Accounts Payable for the remittance of payment to NCR Associates in Independent Contractor Status; Liaise with Fieldglass and Quintiles Accounts Payable as necessary to define formatting requirements as requirements change.

ADDITIONAL DUTIES:

Support the administration of time and expense reporting for personnel resources procured by Novella through 3rd parties (Agencies and Partner Vendors). Manage the time and expense reporting and approval process for NCR Clients (External Staffing Clients) that will not have access to, or utilize, NCR’s tools and systems, including:

  • Obtain data from the system(s)
  • Submit to NCR Clients for review and approval
  • Obtain approval from clients within established timelines
  • Document approval in system(s)

Direct the Quality Oversight of Processes and Systems. Participate in audits (department, Novella, Customers, Regulatory Agencies and other Third Parties). Administer system entry and documentation for Requisitions and Statements of Work (SOW). Produce and distribute Open Job Order report on a weekly basis to Sales and NCR departmental members. Enter, maintain and update relevant and required data, information and documentation in electronic systems such as NCR departmental trackers and NCR departmental shared drives. Manage the on-boarding process for NCR Associates, per role, to include all required documentation, pre-assignment screens and checks, and benefits enrollment for eligible NCR Associates. Administer Good Clinical Practice (GCP) Assessment Tests to candidates in relevant clinical positions; or review certificates of GCP training if NCR Assessment is waived. Provide support, as needed, in conducting professional reference checks from time to time, as requested. Provide support, as needed, in posting requisitions to various Career Pages. Maintain NCR Associate Information Guides and review contents with new NCR Associates. Manage Accounts with Third Party Vendors such as MainSequence (PC Recruiter). Prepare requested data (charts, CVs, metrics) for new business opportunities as requested by NCI Commercial Services Group. Conduct New Hire Orientation for NCR Associates. Serve as Subject Matter Expert for Novella’s PAR system. Provide backup to NCR Contracts Analyst. Other tasks as requested by NCR/NCI Management.

KNOWLEDGE AND SKILLS:

  • Strong computer and technical skills required: 
  • Experience in MS Office software (Word, Excel, PowerPoint, Project) 
  • Knowledge of and proficiency with internet and other electronic technologies
  • Experience working within database applications
  • Excellent organizational skills and attention to detail
  • Ability to effectively manage competing priorities with minimal supervision
  • Collaborative and comfortable interacting with all levels of personnel
  • Superior customer service and communication skills, both written and verbal
  • Demonstrates a high degree of professionalism and a positive attitude

CRITICAL JOB FUNCTIONS IN ACCORDANCE WITH ADA CRITERIA:

  • Limited physical effort required to perform normal job duties

MINIMUM RECRUITMENT STANDARDS:

  • BS/BA with 3 years of program management and systems management, preferably in a staffing agency/recruitment environment

CLASSIFICATION:
