BASIC FUNCTIONS:                 

Management of Fieldglass Vendor Management System (VMS) operations including contractor invoice payment processing, assignment management and reporting. The Program Lead will provide support to system users including hiring managers, clients, contractors and the Global Recruitment team.

ESSENTIAL RESPONSIBILITIES:

Oversee the daily operations of the Associate Services Program (Fieldglass VMS) including assignment management, invoice payment processing, on-boarding and off-boarding Contingent Associates. Prepare and distribute Reports (activity and metrics). Ensure compliance within the Associate Services Program to Departmental Working Practices and SOPs, Company SOPs, and utilization of the systems. Ensure data integrity in all systems for maximum efficiency and accuracy. Provide user training and guidance as the Subject Matter Expert (SME) on the tools and systems including Level 1 Technical Support for systems users. Liaise with appropriate departments within IQVIA and with system Vendors to ensure systems are operational and global access and support is available to users. Manage the vetting process and the records of Independent Contractors per established guidelines including review of Independent Contractor Questionnaires. Work with IQVIA Vendor Management department to establish vendor identification numbers. Create and customize invoices for submission to IQVIA Accounts Payable for the remittance of payment to Associates in Independent Contractor Status. Liaise with Fieldglass and Accounts Payable as necessary to define formatting requirements and resolve payment issues.

ADDITIONAL DUTIES:

Direct the Quality Oversight of Processes and Systems. Participate in audits (department, IQVIA Biotech, Customers, Regulatory Agencies and other Third Parties). Administer system entry and documentation for Requisitions and Statements of Work (SOW). Produce and distribute Open Requisition report on a weekly basis. Manage the on-boarding process for Contingent Associates, per role, to include all required documentation, pre-assignment screens and checks. Provide support, as needed, in conducting professional reference checks from time to time, as requested. Maintain Associate Information Guides and review contents with new Associates. Provide backup to Contracts Analyst and Division Coordinator.

KNOWLEDGE AND SKILLS:

  • Strong computer and technical skills required
  • Experience in MS Office software (Word, Excel, PowerPoint, Project) 
  • Experience working within database applications
  • Excellent organizational and problem solving skills; attention to detail
  • Ability to effectively manage competing priorities with minimal supervision
  • Comfortable interacting with all levels of personnel
  • Superior customer service and communication skills, both written and verbal
  • Demonstrates a high degree of professionalism and a positive attitude

MINIMUM RECRUITMENT STANDARDS:

  • BS/BA with 3 years vendor program management or HR systems administration/coordination, preferably in a staffing agency/recruitment environment.

CLASSIFICATION:

This position is classified as exempt under the US Fair Labor Standards Act.
