PURPOSE

The purpose of this job is to enter all resource demand and make supply adjustments for QRPM positions into centralized systems (RM).  Includes ensuring data accuracy and using RM reports to recommend adjustments.  Will ensure their work is conducted in accordance with SOPs, policies and practices and meets quality and timeline metrics.

RESPONSIBILITIES

  • Initiate project set up upon project award
  • Daily monitoring of CRM to ensure all awards are identified upon notification.
  • Set up new Project in Project Schedule tool PPM for all new awards.  Requires QIP understanding and navigation to enter key milestones dates available and judgment to guesstimate dates not provided or move out dates if already past due because QIP not updated. 
  • Day to day entry of resource requests at a project level for awarded projects, to include the key activities:
  • Data entry of resource demand requests for all Biogen in resource management tool, after Project set up in PPM completed.  Calculate resource needs from QIP or LDP.
  • When award is a non-compete, work with Demand Heads in Biogen BDU to identify resource requirements to enter into RM
  • Communicate changes back to study teams for confirmation and maintain file of changes by study.
  • Data entry of all forecasted future proposals for Biogen to include the following key activities:
  • Daily monitoring of CRM to ensure all Partnership proposals are identified upon notification.
  • Data entry of all resource demand proposal requests upon notification.  Manual entry of all proposals, based on FTE average and QIP dates, confirmed by Resource Head.
  • Set up of monitoring calculator and resource requirements for CRAs on Biogen projects.
  • Monthly review of reports to identify issues and recommend adjustments to allocations.
  • Data entry of recommended adjustments per LM and PL direction.  Ability to identify if requested change meets resourcing policies and to communicate back to LM or PL when it does not with recommendation.
  • Principal Interactions to include:
  • Interaction with Resource Managers to identify PL at award
  • Interactions with Portfolio Leads, Project Leaders, Clinical Leads and Resource Managers to address resourcing errors, overdue requests, etc, or to recommend adjustments to meet resourcing policies (e.g. no fragments or greater than 1.2 FTE allocation, allocations consistent with time sheet coding)
  • Interactions with PMA to adjust timelines to address errors
  • Regular communication with CSMG and TSSU representatives to identify Partnership opportunities and resource requirements to enter as proposal demand
  • Active demand team participation, providing support and suggestions. Proactively monitor status of actions and activities.
  • Interaction with Resourcing Center of Excellence, to ensure incumbent stays up to date on new reports and processes

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Basic knowledge of SOPs, GCPs, related regulatory requirements and systems or process requirements
  • Strong computer literacy (Microsoft Office suite, Collaborative team shareware), organizational and problem-solving skills
  • Ability to identify and rank multiple priorities and tasks and meet deadlines.
  • Good judgment – able to connect the dots between QIP, verbal information, schedule and system to appropriately adjust demand
  • Self motivated and able to work independently
  • Good customer service skills
  • Good verbal and written communication skills
  • Ability to follow directions with minimal supervision, and judgment to know when to escalate and ask for guidance
  • Strong organizational skills
  • High attention to detail
  • Ability to navigate and understand QIP and translate into resourcing requirements

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • High school plus 4 years or educational equivalence, in clinical, biological or mathematical sciences, business or related field with one year experience in a clinical research environment with knowledge of clinical systems or equivalent combination of education, training and experience
  • Experience with QIP budgeting tool and RM tool a strong plus

PHYSICIAL REQUIREMENTS       

  • Extensive use of keyboard requiring repetitive motion of fingers
  • Regular sitting for extended periods of time
