Qualifications

The Associate Director, Software Development is a dynamic leader that drives the software development of our next generation regional data offerings across European countries. The successful candidate will have: 1) a unique blend of computer science formal education; 2) early career hands-on software development experience (coding and software design & architecture); 3) large program management experience (budget, scope, timelines); 4) people management and leadership experience; 5) technology vision (massively parallel processing MPP systems and/or big-data); and 6) proven skill to execute short-term operational tasks while implementing a long-term vision. The candidate we are seeking has the drive and enthusiasm typical to a technology start-up and the knowledge and discipline of large companies with established operations. The position reports to the Director, Business Technology Partner who oversees the Central, East & South Europe (CESE) software development for IQVIA BIG Data Factory platform for data processing and analytics.

Job Description

The Associate Director, Software Development is responsible for developing software and systems required by the CESE Regional Business Unit (RBU). The position manages a portfolio of projects and is responsible for requirements definition and analysis; system design and architecture; level of effort, scope, and timeline estimates; developing or integrating software components; testing; and deployment of final systems. This position will be selecting, training, and/or managing the staff and/or contractors to include in the team to meet our performance, cost, timeline, and business objectives. The Associate Director, Software Development is a highly regarded software development expert that translates the technology vision into an implementation road map. Our company leads in the market place by leveraging a global big-data processing platform. This position will design and promote the IQVIA BIG Data Factory Global Platform but at the same time build capabilities that will become components of the platform. Software engineering expertise, discipline, and customer focus are core values to System Development Global Unit at IQVIA. The Associate Director, Software Development is a solution expert that finds the right technology to build a balanced solution against features, cost, and timelines for all business requirements coming from the RBU. At the beginning of the budget planning cycle, the Associate Director, Software Development helps build the project portfolio based on requests from the business unit, existing or potentially available technology, and estimated team velocity. Following initial planning, this position oversees the execution of a portfolio of project and is responsible for execution against budget based on business demand and a technology vision. The Associate Director, Software Development provides architecture, design, and execution leadership and conflict resolution. The position interfaces at the same time with business leaders, developers, operations (the group responsible for operating the software developed by the group), and infrastructure (the group responsible for deploying and operating the hardware and networks). The Associate Director, Software Development will identify gaps and create process and discipline where needed or simplify and/or remove non-value generated process where it hinders our operations.

Responsibilities

  • Provide short to long-term implementation roadmap and technology solutions for the business unit systems. Make decisions about when and what global components to use or develop.
  • Motivate and get employees buy-in for daily operations and long-term vision
  • Make trade-offs in the portfolio to meet the business objectives
  • Manage end-to-end SDLC (from proposal for funding to scope and cost estimates and then requirements, development, deployment and finally transition to production and software maintenance) for all projects in the portfolio. Quality and production-grade development are critical measures of success.
  • Lead the design and architecture of systems, components, and interfaces including data modeling, database management systems, middleware and other processing systems, business intelligence and user interface/experience, computing hardware and storage, and all other technology facets
  • Manage overall assignment and tradeoffs for resources across multiple streams of work
  • Manage processes, and procedures for software development and interfaces with other teams throughout system life-cycle (from initial deployment to software updates and maintenance during operations)
  • Manage coordination, assignment of responsibilities, and conflict resolution within the project team and with peer-level teams (other development teams).

    Skills and Experience

  • Bachelor of Science degree in Computer Science (required).
  • Ten years experience in software development including three years hands-on coding, three years project management with projects over $0.5M, and three years in a management positions
  • Proven ability to deep-dive in design, architecture, and implementation (code level if needed) to lead the development teams or resolve conflict
  • Experience with software development of multi-tenant, MPP, elastic, and redundant platforms.
  • Experience with big-data and distributed processing technologies
  • Experience with CI/CD
  • Experience implementing and running Agile SDLC
  • Experience managing projects or portfolios of projects with over $1M budget
  • Experience hiring, selecting, training, and managing software engineers
  • Proven ability to execute – get things done under multiple constraints
  • Proven conflict resolution skills

    Travel

  • 10-20%, 6-8 times a year EU, 1-2 times a year US
